Planning for Change

All development represents change. Change of course can vary in scale, form and function yet it is how we manage change that defines the success of our projects rather than how we necessarily deliver it. Managing change demands an appreciation of risk, it requires an understanding of context and strategic thinking and it requires strong communication techniques. 

JemPLAN is dedicated to helping our clients manage their own change by applying these skills and processes so that when your project is being delivered it is being delivered with confidence, certainty and clarity.  

Founder

JemPLAN founder Paul Jemmeson has been involved in planning and related development activities for over 34 years having worked in both the private and public sectors across a wide variety of projects. Paul has the benefit of having worked on projects in every Australian State providing him with a unique position as a planning professional amongst his peers. It is the sheer diversity of project types that Paul has worked on that allows him to be able to help clients from all sectors whether it is simply exploring the early stages of a development or driving detailed investigations and approvals. 

At a personal level Paul has been heavily involved for many years in supporting local footy including roles in coaching kids, as President or mentoring new volunteers. A believer in taking the principles of business to sport and sport to business, Paul is a big advocate for teamwork and strong collaboration to get desired results.

Site Feasibilities

  • Specialised in the assessment of brownfield sites including site feasibilities, site (selection) identification (major industry) and site redevelopment projects. 
  • Managed site exit strategies for redundant major industrial sites in Queensland and Western Australia including assessment of development options, reviewing planning provisions, co-ordination of environmental remediation, demolition quotations and sale of assets including water licenses.
  • Identified site development options for under utilised public and private land holdings in regional Victoria and South Australia

Industrial /Commercial

  • Managed and delivered approvals for major industrial businesses in the food and beverage, distribution and manufacturing sectors in Victoria and NSW including GrainCorp, Lion, Nestle, Wingham Beef Exports, O-I Glass. 
  • Provided site selection and site feasibility assistance for major food manufacturing and forestry industries in Tasmania, NSW and Victoria 
  • Delivered the approvals for the Development Plan that facilitated the relocation of the Melbourne Wholesale Market from Footscray to Epping
  • Delivering approvals associated with national roll out of Tradelink plumbing supplies 
  • Delivering approvals for KFC premises across Metropolitan Melbourne for Retzos Group 

Strategic Land Use / Master Planning

  • Managed multi-disciplinary master planning projects for Local and State Governments including strategic redevelopment areas (brownfield and greenfield) 
  • Prepared strategic planning and policy documents for major institutional sites including port environments, educational sites, townships, recreational and tourism areas.
  • Performed audits on public land including national and State Parks and coastal areas for Parks Victoria and former DSE to determine environmental footprint, adequacy of access and suitability for (re) development
  • Prepared a PIA award winning Site Environmental Management Plan for Flinders University in Sturt, South Australia. 
  • Prepared master plan for Aboriginal Community in remote Western Australia

Infrastructure

  • Preparation of development Undertaken linear route assessments for major road, rail, water, communications and power (electricity and renewable) assets 
  • Managed delivery of development approvals associated with South East Water's 25km retrofit of the PenEco sewer pipleline from Portsea to Boneo including vegetation removal and installation of supporting infrastructure. 
  • Managed approvals for SP Ausnet facility upgrades across Victoria 

Residential

  • Delivered multi unit and dwelling housing approvals for a major home builder across south east Melbourne and Mornington Peninsula
  • Undertook site feasibilities for surplus government land for redevelopment including residential sites in Footscray, Frankston and long railway land. 
  • Managed and prepared detailed site master plans for disadvantaged housing communities in Bridgewater and Gagebrook for the Tasmanian State Government
  • Managed and delivered a PIA award winning comprehensive master plan for an 11ha surplus secondary school site in Kingston Tasmania for Kingborough Council and Tasmanian State Government

Community Housing and Aged Care / Retirement Living

  • Delivering approvals for numerous, multi dwelling community housing developments in regional Victoria for Secure Housing Australia which supports housing provision for NDIS participants.
  • Managed the planning approvals for a 300 bed comprehensive aged care and retirement village in Wheelers Hill, Victoria
  • Managed the development plan and planning approvals for a 600 bed comprehensive aged care and retirement village in Brandon Park, Victoria
  • Undertaken planning due diligence for the establishment of comprehensive aged care facilities on 5 sites across metropolitan Melbourne
